1973: "A new lookout tower was constructed in the Wallowa Unit to replace Tope Creek Lookout. The new tower is located on Big Flats, southwest of Wallowa. Unfortunately, the tower came down in 50 mile per mile winds in the Fall of 1973 before the guy wires were tied to the lookout. The tower was reconstructed at the Wallowa Headquarters and will be hauled to the site for erection. Fortunately the reconstruction was covered by the restoration fund."
