1973: "A new lookout tower was constructed in the Wallowa Unit to replace Tope Creek Lookout. The new tower is located on Big Flats, southwest of Wallowa. Unfortunately, the tower came down in 50 mile per mile winds in the Fall of 1973 before the guy wires were tied to the lookout. The tower was reconstructed at the Wallowa Headquarters and will be hauled to the site for erection. Fortunately the reconstruction was covered by the restoration fund." October 18, 1973: "A thirty foot cooperative State and Federal Forest Service steel lookout tower blew over in a big wind Saturday night, October 6. It was estimated that some $4,000 in materials and labor were lost when the Big Flat Lookout blew over.
Located an estimated six miles due south of Wallowa and some seven or eight miles up Little Bear Creek, the lookout was in the process of being finished and was still without fire fighting equipment or windows when it toppled.
A State Forestry spokesman reported that a decision had not yet been reached as to whether or not they intended to rebuild the lookout at the same site." (Wallowa County Chieftain)
